Carlos C. Garcia, Director of Sales at Plains Cotton Cooperative Association (PCCA) in

Lubbock, Texas, served as president of Cotton Council International (CCI) in 2022. He earned a degree in multidisciplinary studies from Texas Tech University while interning at PCCA. Garcia, who has worked at PCCA for 27 years, joined PCCA’s export department after graduating from Texas Tech and became the export sales manager in 2004 and sales manager in 2022.

A graduate of the National Cotton Council’s Cotton Leadership Program, Garcia currently serves

on the Board of Directors for the US Cotton Trust Protocol and on the Advisory Committee on Universal Cotton Standards. He is a former Chairman of Cotton Council International’s Board of Directors, and is on the NCC’s Public Relations and International Market Development Committee. He is past president of the Lubbock Cotton Exchange and currently serves as Chair of the Texas International Cotton School for the LCE.

Garcia also is involved with several community organizations, having served on the Board of

Managers of the Lubbock County Hospital District(University Medical Center), which he chaired in 2021. He also previously served on the Slaton Independent School District Board of Trustees.
